Overview

Matt has over a decade of experience representing applicants in procurement litigation before Florida’s State Agencies with a focus on bid protests. He represents clients in civil and commercial litigation and all aspects of administrative and regulatory law, including professional licensing issues, rule challenges, and public procurement. Matt has specific experience litigating or advising clients related to various agencies, such as:

Prior to joining the firm, Matt served as the Special Procurement Counsel for the Florida Department of Management Services (DMS), where he advised on all manners of procurement and served as lead internal counsel on DMS bid protests. He also has experience as a partner at a Tallahassee law firm practicing in a wide variety of areas, but with a focus on licensing, regulatory, and protest law.

Representative Experience

  • Oversaw the procurement and protest of Florida’s employee health insurance in 2023, with all aspects of the procurement being approved by the Administrative Law Judge.
  • In 2018, tried the largest hospice Medicaid overpayment administrative case to go to final hearing in Florida to date, saving the client millions in alleged overpayments.
  • Crafted the Motion and strategy which the first DCA agreed with and changed the timing requirements to recover fees in administrative actions.
