Reggie Bouthillier has over 30 years of experience representing private and public sector clients throughout Florida in the areas of real estate, land development, land use, environmental and government affairs. He is a strong client advocate and has been actively involved in countless transformative real estate and development projects throughout the state over the past three decades.
Known for his ability to see the “big picture,” Reggie is an enthusiastic leader who partners with his clients, colleagues, peers and community stakeholders to strategically develop and advance collective visons. Reggie is particularly skilled at strategic planning, creative problem solving, complex project management, consensus building and dispute resolution. He regularly collaborates with others to formulate comprehensive, innovative and solution-driven action plans.
At the Firm level, Reggie is a member of the Board of Directors and serves as Chair of the Land Development, Zoning & Environmental Group. The group was created less than 10 years ago with a handful of attorneys and planners and has since developed into a statewide group that is recognized as a top provider throughout Florida.

Representative Experience
- Represents the developer of an “aging in place campus” located in Marion County, Florida which includes a skilled nursing facility, assisted living facility, independent living facility, surgery center, medical office and hotel.
- Represents the developer of a large Development of Regional Impact in Marion County, Florida in finalizing an amended and restated development order updating the conditions including the transportation mitigation plan for a 20 year time period.
- Represented the developer and operator of a hospital medical campus in the negotiation of a development agreement for the build-out of the campus addressing the comprehensive development issues associated with the campus, including the transportation concurrency and operational mitigation for a 20 year time period.
- Represents a developer in the conversion of a golf course project to a residential community with amenities in Miami-Dade County.
- Represented the developer in the redevelopment of a contaminated industrial site to a mixed-use project in the Florida Keys.
- Represented the developer in the redevelopment of a contaminated site in Tallahassee consisting of multi-family, retail and office uses.
- Represented a developer of coastal property in South Florida to negotiate a consent order with the Florida Department of Environmental Protection involving allegations of placement of non-compliant sand within the beach and dune system, and confirmation of finalize compliance to close the matter out.
- Represented the developer of the 505-acre mixed-use (1,572 residential units, 162,927 sq.ft. office/commercial and 335,000 sq.ft. institutional) traditional neighborhood project in Tallahassee, Florida.
- Represents a fuel storage and distribution company related to various facilities throughout Florida.
- Represents the developer of the 5,273-acre Old Brick Township Development of Regional Impact mixed-use (5,000 residential units, 150,000 sq.ft. commercial/office, 1,000,000 sq.ft. industrial) project in the City of Palm Coast, Flagler County, Florida.
- Represents the developer of the 13,193-acre On Top of the World Development of Regional Impact (32,400 residential retirement units, 400,000 sq.ft. commercial, etc.), and a 1,811-acre vested project (residential, commercial and industrial) in Marion County, Florida.
- Represents the developer of the 5,187-acre Restoration Development of Regional Impact mixed-use project in the City of Edgewater, Volusia County, Florida.
- Represented a hospital in the acquisition of real property and development of a free-standing emergency center in Tallahassee, Florida.
- Represented a developer on several projects in Palm Beach County, St. Lucie County, and the City of Port St. Lucie, including the Verano and Reserve Developments of Regional Impact.
- Represented a developer, in conjunction with a major natural gas company, to relocate a regional natural gas pipeline, including the transaction and governmental authorizations.
- Represented a national developer in the establishment of a special improvement district for an infill redevelopment project to facilitate special financing for infrastructure.
- Represented an international airport in the assessment, planning and implementation of environmental cost recovery program, including cost recovery litigation.
- Represented a utility provider in litigation with several local governments over utility service areas and rights and obligations associated with those areas.
- Represented a major oil and gas company in multiple class action litigation matters arising out of a contaminated site.
- Represented the developer of a large marina including 147 ultra and mega-yachts, 125 dry storage slips, and a large boatyard facility in Palm Beach County, Florida.
- Represented the developer of the 700-acre Fallschase Development of Regional Impact (1,514 residential units, 35,000 sq. ft. office, 750,000 sq. ft. commercial) in Leon County, Florida.
- Represented a national developer on several projects in the City of Palm Coast, Flagler County, and the Town of Marineland, including the mixed-used Marineland and Palm Coast Resort redevelopment projects, and Canopy Walk and Tidelands.
- Represented a developer of a mixed-use project, including a mega-yacht marina, in the City of Miami, Florida.
- Represented a developer in the redevelopment of an industrial corridor to mixed-use, including commercial, residential and marina uses in Flagler County, Florida.
- Represented a local government regarding the permitting and construction of beach restoration projects.
- Represented the developer in the redevelopment of the Diplomat Resort, including a hotel, convention center, condominium, golf resort, retail center and marinas in Hollywood, Broward County, Florida.
